Whether they have been rejected by society or because they have their own individual agenda, those not directly associated with the primary powers are known as the Outcasts. Most of these rogues represent the lowest caste in the City, but a small few demonstrate talents or skills that allow them to climb from the gutter and exert their will upon Malifaux.
